REQUIREMENTS
Electronic Notice of Arrival: e-NOA

96
hours prior to arrival
The United States
Coast Guard must have the “Notice of Vessel Arrival” (33 CFR 160) or
ENOA for any vessel arriving from a foreign port. This must
be received by email or fax 96 Hours prior to arrival
at the first United States Port. This report has to be accompanied by a clear
copy of the Crew List (I-418)
The ENOA can be
filed directly by the vessel using Microsoft Infopath and ENOA
version 4.5, filed via a 3rd party, or directly
online using the NVMC website.
Alternatively
Free State Marine Services
can attend to this requirement after the vessel has submitted the
appropriate information to our office by email, or fax/telex. Please
confirm format you will be filing under.

Ballast Water Reporting

24 hours prior to arrival
It is necessary to file a “Ballast Water Reporting
Form” prior to the vessel’s arrival at the Pilot Station This
document should be emailed to
nbic@ballastreport.org
or emailed/faxed to
Free State Marine
Services 36 hours before reporting to the pilot
station.

On Arrival
The Master
should have prepared the following documents for submission to

*Each Crew
Member must have a completed I-95 even though he/she may be
detained or a visa has not been obtained.
**Customs &
Border Protection (CBP) in Baltimore will detain all crew on board
unless a visa’ed crew list is presented on arrival or individual
crewmembers have a valid non-immigrant visa in their own passport.

A visa does not grant the holder with the right to
enter the United States – the CBP Officer is authorized to detain a
crewmember as he/she sees appropriate |
C.O.F.R.
- Prior to arrival in U.S. Waters
Each vessel
must have, (or the vessel’s Operators must have applied for),
a valid CERTIFICATE OF FINANCIAL RESPONSIBILITY, (C.O.F.R.) prior
to arrival in U.S. waters. Contact the United States Coast Guard,
National Pollution Funds Center

for further information.
The United
States Coast Guard may deny entry into territorial waters unless the
document has been issued or the application process has been
approved.
Cargo Manifest
- Prior to cargo loading*
U.S. Customs have ruled that a formal manifest
(Customs Form 1302) must be submitted to the Customs office
at the discharge port 24 hours prior to
the vessel’s departure
from the load port!
